Founding President

Prof. Raymond HM Leung, LLM,MAScPhDFICE, FHKIE, FASCE, FIIE, FHKICM, FHKIArb, PEng, CEng, SmIEEE, RPE

Prof. Leung is a renowned expert in civil engineering, information engineering, mediation and arbitration. He   is an arbitrator in over sixteen arbitration commissions and is the General Editor of  six books in arbitration and mediation both in Hong Kong and the Mainland. Prof. Leung  was the Founding President  of the Hong Kong Mediation Centre (HKMC)  and  America Society of Civil Engineering (Greater China) and was the  Past  President of Hong Kong Institute of Arbitrators. He is also an experienced civil engineer with extensive industry experience and is the Adjunct Professor in the HKUST Department of Civil and Environmental Engineering, HKU Department of Real Estate & Construction,  and previously at the City University of Hong Kong School of Law. He has extensive experiences in Property, Construction, Telecommunication and Optical Networks.

Vice President

Sr. Jango Chan, FCIArb, MHKIS, MSc

has been in the construction field over 33 years and is specialized in quantity surveying, construction dispute and alternative dispute resolutions. He was the President of Hong Kong Mediation Centre from 2012 to 2013 and the Chairman of Asia Mediation Association from 2014-2015. He is a fellow member of the Chartered Institute of Arbitrators and a member of the Hong Kong Institute of Surveyors (HKIS). He is on the arbitrator panel of HKIS and Shenzhen Arbitration Commission, on the mediator list of Hong Kong Lands Tribunal, Mediator of China Council for the Promotion of International Trade and Hong Kong Mediation Accreditation Association, and on the adjudicator panel of Hong Kong International Arbitration Centre.

Vice President

Denys Look

is a renowned expert in mediation, especially in training and education. He was the Vice President of Hong Kong Mediation Centre from 2010 to October 2011 and the founder of Hong Kong Mediation Alliance and Hong Kong Mediation Profession General Union, the first mediators’ labour union in Hong Kong. He was appointed by the Shenzhen Civil and Commercial Mediation Centre PRC as Mediator since September 2011. Besides, Denys has been the Managing Director of Hong Kong City Credit Management Group specialised in credit and risk management in Mainland, Taiwan, Macao, Indonesia, and the Philippines for over 30 years.

Secretary General

Simon LEE Pak-sing, B.B.S.

is a qualified solicitor, Fellow of the Chartered Institute of Arbitrators, Fellow of Hong Kong Institute of Arbitrators, CEDR Accredited Mediator and HKMAAL Accredited Mediator. He served in the Department of Justice of the Government of Hong Kong Special Administrative Region for over 35 years until he retired as a Deputy Law Officer (Civil Law) in 2018. His interests, expertise and experiences are in issues concerning town planning, urban development and their impacts onto the environment. He has participated in the promotion and development of mediation in Hong Kong including the enactment of the Mediation Ordinance and the Apology Ordinance.

Herbert Wong, Barrister

In 1991 Herbert graduated in HKU with majors in Physics  and Mathematics. After graduation Herbert has been working in Electronics and commercial field for more than 25 years. He obtained the professional diploma from Common Professional Exam in 1995 and pass the Bar Final Exam in 1997 and subsequently he was called to the Bar in England in 1997. In 1998, he was called to the Bar in High Court in Hong Kong SAR. Herbert is currently pursuing in the part time course of LLM in Chinese Law by Renmin Universtiy of PRC. He is the chairman of Several companies including joint ventures international companies. He started to invest in China since 1997 and have extensive experience in China Business and litigations.

Tang Chi Wang

BSc(Hons), LLB(Hons), MPA, DipArb, FHKIS, MRICS, FHKICM, MCIOB, FCABE, MHIREA, LEED AP, BEAM PRO, FCIArb, FHKIArb, ACCREDITED MEDIATOR

is a multi-disciplined professional with over 20 years’ experience in Construction Industry. He has been appointed as expert witness and mediator for a numbers of cases.

Currently, He is the Immediate Past President cum Chairman of Board of Examination of The Hong Kong Institute of Construction Managers, Senior Vice Chairman of Hong Kong Lo Pan Kwong Yuet Tong and Honorary Treasurer of Building Surveying Division of The Hong Kong Institute of Surveyors.  Over the years, he has been actively serving the community and construction industry by participating different Boards and Committees. He is the Member of Buildings Appeal Tribunal Panel, Member of Construction Workers Registration Appeal Board Panel, Member of Building and Civil Engineering Training Board of Vocational Training Council, Member of Advisory Committee of Civil and Environmental Engineering of Hong Kong Polytechnic University, Member of Immigration Tribunal, Member of Registration of Persons Tribunal, Member of Obscene and Indecent Articles Panel of Adjudicators, Member of Private Columbaria Appeal Board and Member of Independent Police Complaints Council Observers Scheme.

In the past, He was the President of Hong Kong Mediation Centre and Director of Joint Mediation Helpline Office.  He was the member of Organizing Committee of Quality Building Award 2012, 2014, 2016 and 2020, the Chairman of Jury Sub-Committee of Quality Building Award 2016 and the Jury of Quality Building Award 2018.

Matthew Au B.Sc (Cornell),LL.B., MSc., M.A., PhD.

The founder and principal of a law firm in Hong Kong and is a versatile veteran of finance and technology, with practices in corporate, securities, commercial, IP/IT, trust and tax laws, and distinguished academic and professional qualifications in law, computer science and economics including affiliations with the Law Society of Hong Kong, the Hong Kong Institute of Patent Attorneys and the Hong Kong Institute of Arbitrators.

Lau Kar Wah

He was born and educated in Hong Kong.  After obtaining his first degree in The Chinese University of Hong Kong majoring in Economics, he furthered his legal study in England, and then returned to Hong Kong in 1989 to start his legal career as solicitor.

 In 1997, Mr. Lau commenced his own law firm and mainly practised on tort law of medical negligence and industrial accidents for the victims of various walks of life.  Apart from his legal career, Mr. Lau is active in community services.  He has been serving a number of institutions concerning education, commerce, sports and youth development.

 In addition, he has been legal advisors to quite a number of organisations including professional bodies, disciplinary forces, secondary and tertiary schools, trade unions, sports and cultural institutions.
